Objective 1
To reduce new HIV infections reported among persons most at risk of infection in Rakai and Lyantonde Districts.
Objective 2
To increase access to the HIV Comprehensive Care Package (HCCP) among children and adults living with HIV and AIDS in targeted communities.
It is recommended by the Ministry of Health that all NGOs working with people affected by HIV and AIDS provide as much of the HCCP as possible to those affected peoples.

Objective 3
To reduce the vulnerability to social and economic effects of HIV and AIDS for targeted households.
Objective 4
To enhance capacity for the RACOBAO board, management and staff to achieve its mission.
